MSPE Western Chapter Expands to Include Northwest Chapter

The MSPE Board of Directors has approved the request from the MSPE Northwest Chapter to merge into the MSPE Western Chapter.

As a result, the Western Chapter is expanding to include all counties previously part of the Northwest Chapter territory. MSPE is excited to welcome these members into the Western Chapter and look forward to strengthening connections across this broader region.

This transition presents an opportunity to grow engagement, expand programming, and strengthen the voice of engineers across western Missouri. The Western Chapter leadership is committed to ensuring a strong member experience and encourages all members, both existing and new, to get involved in upcoming events and activities.

We also extend our sincere appreciation to the Northwest Chapter leaders and volunteers for their years of service and dedication to the profession.

Awards Application Revision Update

As a result of suggestions made at the State Convention in June of 2025 and the fact that NSPE is redesigning their awards to make the applications on line, your Board of Directors have issued a challenge to the Practice Division Chairs and your MSPE Awards Committee to revise and simplify the award applications in time for processing them for this year’s award selections.

The team that has been working diligently since late summer includes your Awards Committee consisting of Michael Buchter, Mike Atkinson, Julie Hawkins, Jim Fisher, David Heise, Christine Grunbaum, Blake Murray and Chair Mitch Krysa. The second group is the Practice Division Chairs (PDC’s) with Bryan Gregory of PEPP, Lexi Hunsucker of PEG, Gary Marquart of PEI, Jeff Hoevelmann of PEC and Dr. Mark Nowack of PEHE.

The Awards Committee is responsible for the Hall of Fame Award and the Young Engineer of the year award and oversees the Presidents Extra Mile Resolution. All other awards are owned and administered by those Practice Divisions (PC’s) mentioned above.

While one would think it to be a simple task to revise and existing document…well that was and is not the case. Several of these apply to all PC’s so the applications must be coordinated and take advantage of those similarities. In addition, for each award there is a “Criteria” document that describes the awards and of course the criteria required to be considered for the award. The next issue was that Practice Divisions have special awards such as the QBS for PEPP that takes special consideration.

Then there is the issue of making simplified applications web based. After several manipulations with Wild Apricot, we found that the best course was to make the applications a function of Google Docs. Since that time the committee has been reviewing, editing and revising to complete the task.

As of February 5, most of the applications have been approved by the owners and we expect to finalize and release the new applications by Valentines Day.

So, after receiving the release from the Awards Committee and the PDC’s, please consult our website for the newly revised and much simplified and improved instructions and applications. Most of the deadlines are March 31. Please make sure to review the criteria and instructions and review the new application forms. By doing so you will save a significant amount of time researching and compiling data for the submission. By no means does the committee consider the revised processes perfect and understand there will be a need for further revision. The new process is better, more universal and easier to compile and submit. You can always contact the Practice Division Chairs, the Awards Chairman or the MSPE administrative offices for assistance.

Briefly, the form is online through a Google doc, so data entry is on the form. You can start and come back later and add to it until such time you submit, and you can also go back and revise it up until the deadline then you will not have access to it. The text boxes have size limits for the reasons to keep the submittal concise and allow for evaluators to limit their time to review. There is also a page limit for the entire document. If you need to submit additional justification, there is a place to upload your documents but be aware of the total page document requirements. (Consult the criteria and instructions for those limits.)

Upon clicking “Submit” the application will automatically be sent to a file for MSPE Administration to handle. You do not need to send anything else to the Awards Committee, PDC’s or MSPE Administration.

So, let’s get started and get the energy moving forward on helping MSPE celebrate our members through this Award Process!

The team members associated with this effort are applauded for their efforts, commitment in time, meeting attendance and for conduct exemplary of a Professional Engineer. There were 13+ Zoom meetings, conducted bi-weekly beginning July 30, 2025, and everyone attended generally, with minor absences due to work requirements. Team members participated and contributed in each of these meetings. Team members engaged their own committees to ensure reviews were properly conducted and the effort of Blake Murray to work on the construction of the online format was tremendous, and very much appreciated.

When given the opportunity please extend your thanks to this team!

Respectfully submitted for this team by Awards Chairman, Mitch Krysa, P.E.

NSPE Awards

NSPE awards are particularly described on the NSPE website at:
https://www.nspe.org/membership/about-nspe/awards-recognition

These awards and deadlines are:

Joplin Votes to Retain PE Requirement for Public Works Director

The Missouri Society of Professional Engineers (MSPE) acknowledges and appreciates the recent action of the City of Joplin Charter Review Commission to retain the requirement that the City’s Public Works Director be a professional engineer licensed in the State of Missouri.

At a recent meeting, the Commission considered the question of whether the City Charter should be amended to remove the professional engineer requirement. A motion was made to leave the Charter unchanged. The motion passed unanimously, with a 9–0 vote.

In reaching its decision, the Commission cited input received during public hearings from stakeholders who provided multiple justifications for maintaining the existing provision. The Commission concluded that it is important for the City of Joplin to have a licensed professional engineer serving as Director of the Public Works Department, including for responsibilities such as reviewing contracts and supervising the work of other engineers.

Last fall, MSPE participated in the public process sharing why the professional engineer is necessary. MSPE appreciates the Commission’s consideration of stakeholder input and its recognition of the value that licensed engineers bring to public health, safety, and welfare. MSPE also thanks the members of the MSPE Southwest Chapter who helped advocate for the qualifications to remain unchanged.

MSPE will continue to monitor similar policy proposals across Missouri and encourages members and communities to engage early when professional licensure requirements for public infrastructure leadership roles are under consideration. For additional information or to report similar issues in other communities, please contact info@mspe.org.

MSPE Office Moving to High Street

MSPE Office Moving to High Street

Possible Phone Line Disruption This Week

The Missouri Society of Professional Engineers will have a new office in downtown Jefferson City.

In May, the MSPE Educational Foundation announced the sale of the building located on McCarty Street, which has served as the association headquarters since 1996. The new owners have plans for the building, leading MSPE and ACEC Missouri to seek new accommodations. ACEC Missouri left the building in June.

Effective September 19, 2022, MSPE and the Educational Foundation office will be located at 308 E. High Street, Suite 100 in Jefferson City. High Street is the main street through downtown Jefferson City leading to the state capitol building.

While staff transitions the office move and utility services transfer, the MSPE phone line may experience disruption this week. If members need to contact MSPE and the line is not active, please use info@mspe.org or try next week and staff will promptly respond.

After the association settles in the new space, the office will be open for members to visit and available as a gathering place for local MSPE activities.

For purposes of mail, the mailing address for the office will be as follows:

Missouri Society of Professional Engineers

308 E. High Street

Suite 100

Jefferson City, MO 65101

Interesting in Serving on a State Advisory Board?

The MSPE Past Presidents Committee on Appointments is seeking volunteers who may be interested in serving one of the state commissions or advisory boards listed below. The Committee is collecting a list of volunteers that may be considered for recommendation by MSPE to the Governor’s office.

MSPE believes licensed professional engineers should involved in policy making and the Committee regularly reviews more than a dozen statewide boards and commissions that require, by statute, one or more licensed professional engineers to serve.

Depending on the committee, there may be a spot designated for a licensed professional engineer, person with engineering experience or a public member. Please click the links to view committee details and requirements.

To express interest or inquiries, please contact MSPE Staff at info@mspe.org by August 31.

MSPE will consider recommending professional engineers of any discipline but, to build board diversity, a mechanical or electrical background is preferred.

Elevator Safety Board. Mechanical engineer is needed to fill a vacancy.

Funded activities included support for MATHCOUNTS, model bridge competitions and FE exam preparation for student members.

Grant guidelines and the application form can be found on the MSPE.org website under the Educational Foundation tab. Applications for funding must be submitted to the Educational Foundation at foundation@mspe.org by July 31, 2022. Please clearly mark the submittals “Grant Application”.
Great News! SB 262 Heads to Governor's Desk

Transportation industry stakeholders across the state are celebrating the House’s passage of SB 262 last night. SB 262 gives new life for state transportation funding as it produces over $800 million annually to address transportation needs across the state. Specifically, the bill proposes a 2.5 cent increase in the motor fuel tax each year though 2025 to a total of 12.5 cents.

Championed by Missourians for Transportation Investment (MFTI), SB 262 has been supported by MSPE and over eighty associations and companies.

SB 262, which already passed the Senate 22-13, was approved by the House 104-52. Because the bill was not amended by the House, it now heads to Governor Parson’s desk.

MSPE wishes to thank the legislators that supported the bill and special thanks to Missourians for Transportation Investment and ACEC Missouri, who spent an enormous amount of time on the effort.

The Board of Directors governing the MSPE’s Educational Foundation (EF) has a new look. The EF Board of Directors, which has historically featured the same members as the MSPE Board of Directors, now has its own eleven-member Board populated by stakeholders solely focused on the foundation mission.

The new EF Board of Directors features representatives from functions that support the foundation’s mission and business, such as representatives from the Kimel Endowment, MATHCOUNTS, Building Committee, university representatives, a former MSPE president and a MSPE Board representative, along with at-large positions from the membership. The MSPE treasurer will also serve as the EF treasurer, mimicking NSPE’s treasurer with the national Educational Foundation.

During MSPE’s 2020 Annual Convention, held in a virtual format this year, the new Board met for its first meeting and elected Marie Collins, P.E. as President and Dr. Charles Morris, P.E. as Vice President. Ms. Collins serves on the Board as a former MSPE president with Charles Morris serving as the Kimel Endowment representative. Kelsie Clark, P.E. serves as the treasurer.
The Board is meeting bi-monthly to handle Foundation business. EF Executive Director Travis Lowe and the team at Braden Heidner Lowe & Associates will continue to serve MSPE EF.

MSPE Educational Foundation to Form New Board of Directors

Members,

The Board of Directors governing the MSPE’s Educational Foundation (EF) will have a new look this summer. The EF Board of Directors, which has historically featured the same members of the MSPE Board of Directors, will have its own eleven-member Board populated by stakeholders solely focused on the foundation mission.

MSPE EF is a 501(c)(3) foundation charged with seven objectives centered on engineering education and research. It is linked to the Missouri Society of Professional Engineers, a 501(c)(6) organization that serves as a professional society representing the state’s Licensed Professional Engineers. For decades, the EF and MSPE have been governed by the same Board of Directors, handling their respective business in separate but usually consecutive meetings.

Over the last several months, the EF Board of Directors considered amending its bylaws to allow the EF to have its own directors that specifically cater to the needs of the foundation. In March, the Board voted to amend the bylaws to form an eleven-member Board of Directors to take place this summer with the inaugural meeting held in June during the MSPE Convention in Columbia.

Once formed and activated, the new EF Board will meet throughout the year. EF Executive Director Travis Lowe and the team at Braden Heidner Lowe & Associates will continue to serve MSPE EF.

The new EF Board of Directors will feature representatives from functions that support the foundation’s mission and business, such as representatives from MATHCOUNTS, the Kimel Endowment, Building Committee, university representatives, a former MSPE president, a MSPE Board representative, along with at large positions from the membership. The MSPE Treasurer will also serve as the EF Treasurer, mimicking NSPE’s Treasurer with the national Educational Foundation.

The Nominating & Tellers Committee, chaired by Michael Purol, P.E., will provide dual roles for both the MSPE and EF Boards, and seek candidates for the new EF Board this spring.

MSPE recognizes the growing concern associated with the impact of COVID-19 (coronavirus) as federal, state and local governments work to minimize risk and prevent its spread. We are closely following the guidelines set by the Centers for Disease Control and Prevention and our public health officials.

To that end, we urge our society chapters to follow CDC recommendations regarding upcoming meetings this spring. No changes have been determined for future MSPE state events at this time.

MSPE staff remains committed to maintain membership services without interruption. We are equipped with technology services and solutions that allow us to continue serving you from our Jefferson City office or in the event staff must work from home.

MSPE has a dedicated conference call line available for committees and chapters to continue necessary business while avoiding in-person meetings.
JEFFERSON CITY- The MSPE Board of Directors composition is changing for the new fiscal year that begins on July 1. At the 2019 Annual Convention at the Lake of the Ozarks, MSPE members cast their votes on the proposed amendment that was provided to all members in April and May. The motion passed overwhelmingly and takes effect with the 2019-2020 Board of Directors.

The amendment condensed the MSPE Board of Directors from 30 to 24 Directors by allowing each chapter to have a single board representative that has weighted voting.

President Michael Purol and President-elect Bob Becnel previously asked the Bylaws Committee, chaired by Ross Kasmann, to consider the amendment. MSPE currently has the largest Board of Directors among the state societies across the nation.

The “weighted voting” concept reduces the Board size while allowing each chapter to keep their respective voting power. For example, the Ozark Chapter will name one person as their Board representative who will attend Board meetings and carry three votes. With this change, the Board is smaller and more manageable but does not harm chapters by taking away any voting power. The amendment was modeled off of how the NSPE House of Delegates works. Each state/territory has one person in the HOD with different numbers of votes, based on their membership size.

MSPE staff is reaching out to chapter leaders now to name their primary representative.

MSPE Bylaws to Be Considered at Annual Convention

This announcement serves as official notice of a proposed amendment to be considered by the membership during the annual convention at Lake Ozark on Monday, June 17 at 2:30 PM. The amendment proposes condensing the MSPE Board of Directors from 30 to 24 directors by allowing each chapter to have a single board representative that has weighted voting.

President Michael Purol and President-elect Bob Becnel asked the Bylaws Committee, chaired by Ross Kasmann, to consider the amendment. MSPE currently has the largest Board of Directors among the state societies across the nation.

The “weighted voting” concept reduces the Board size while allowing each chapter to keep their respective voting power. For example, the Ozark Chapter would name one person as their Board representative who will attend Board meetings and carry three votes. The Jefferson City Chapter would send one person and carry two votes. This way the Board is smaller and more manageable but chapters are not being harmed by taking away any voting power.

The amendment is modeled off of how the NSPE House of Delegates works. Each state/territory has one person in the HOD and they have different votes based on their membership size.

Pursuant to ARTICLE XVII, Section 3, the Bylaws Committee has brought this amendment forward. Because the proposed amendment is a “governance” change, the process to approve is to present the amendment to the membership in writing with 30 days’ notice (published in the Spring Missouri Engineer) and at the convention’s membership meeting members can vote to approve or disapprove. The changes must be approved by a 2/3 majority of members at the meeting to prevail.

The Missouri Society of Professional Engineers strongly opposes SB 463, which requires companies with a state contract in excess of $100,000 for professional or technical services to purchase and use a computer software program to verify the hours billed for work done on a computer. Personal data from your computer must be stored for seven years.

This bill, known as the “Software Tracking Bill”, is being pushed by a single company nationwide. Though the bill has been rebuked in nearby states and across the nation, the bill is picking up momentum in Missouri and could possibly latch to another bill as an amendment.

Please contact your state senator and ask them to “vote no on SB 463 and any language that mandates companies to use tracking software”.

JEFFERSON CITY - MSPE President Michael Purol has announced a special membership meeting will be held on March 2 for the sole purpose of considering proposed by-law amendments. This is the rescheduled meeting for the one postponed in January for inclement weather.

Over the last several months, the MSPE Bylaws Committee, crafted amendments to the existing society bylaws to comply with revisions to the NSPE Bylaws in the Spring of 2018. The new membership model became effective on July 1, 2018. MSPE contractually became an integrated society at that time. Revisions in the bylaws are required to ensure consistent policy between the MSPE bylaws and the NSPE Bylaws.

Per Article XVII of the bylaws, the MSPE Board of Directors can approve amendments to "administrative" sections of the bylaws. The MSPE Bylaws require the Membership approve Amendments to sections labeled "governance". On October 12, the MSPE Board of Directors approved the "administrative" changes. During the same meeting, the Board of Directors approved holding a special membership meeting for the purpose of the membership voting on the "governance" amendments. This action satisfies the MSPE Article IV, Section 2 Bylaw requirement to call a special membership meeting.

Meeting details are as follows:

New MSPE Website Login Instructions

JEFFERSON CITY- MSPE has a new website and a new membership database powered by Wild Apricot Membership Software. This software helps streamline membership services.

With this new membership database, you will be able to log into the website and be able to make changes to your account yourself. If you change companies, email addresses, or contact information, instead of emailing us these changes, you will log into the MSPE website and make these adjustments yourself. This will improve efficiency and accuracy.

This applies to both “three tier” and “two-tier members”. For “three-tier” members, even if you make that change on the NSPE website you will still need to make those changes with us on the MSPE website.

From the website you will be able to see all the upcoming events as well as be able to register online for events such as Fall PDH Days, Annual Convention and chapter events that utilize online registration. You can also renew your membership, pay it online, or request an invoice.

The content on the website should look very similar but more user friendly so if you haven’t spent much time on the MSPE website now is the time to check it out!

Login Instructions

Log in to MSPE’s website with your email associated with your membership. You will be prompted to reset your password by clicking “reset password”. You will be emailed a new password and can then change it from there.

Vote Yes on November 6th

JEFFERSON CITY- The Missouri Society of Professional Engineers has endorsed Proposition D, a referendum to fund Missouri highway construction and maintenance. Proposition D is on the November 6th ballot.

According to the referendum’s fiscal summary: "If passed, this measure will generate at least $288 million annually to the State Road Fund to provide for the funding of Missouri state law enforcement and $123 million annually to local governments for road construction and maintenance."

MSPE encourages its membership to vote yes on Prop D on November 6.

NSPE MEMBERSHIP MODEL NOW IN EFFECT

JEFFERSON CITY- The National Society of Professional Engineers’ new membership model became effective on July 1st. The new model sets a uniform dues structure of $299 for three-tier (NSPE/MSPE/Local Chapter) members for renewals and anyone new joining the association. For Missouri, this will reduce the three-tier membership level from $360 to $299, a $61 drop in annual dues. There are other financial benefits for MSPE too. As part of the new model, societies are not able to allow new “state-only” two-tier members for anyone joining after July 1st. Existing state-only MSPE members, also known as associate members, will be able to continue as “grandfathered” members. Because MSPE is an active association with a full staff, the association will actually retain a higher percentage of the dues share with NSPE. The membership model has generated a lot of discussion over the past two years across the nation. State societies were asked to individually decide whether they wanted to “integrate” or “non-integrate” into the new national model. Seeing the benefits of the new model, Missouri voted to integrate. Only four of the 52 state and territorial societies voted to non-integrate. NSPE is still considering adding a government rate in the near future. “This is a great opportunity for Missouri,” explained MSPE Executive Director Travis Lowe. “Our members’ dues will drop 17% while most associations are having to increase dues to account for increased costs and inflation. Also, MSPE will receive a larger share of the dues split with NSPE, which allows us to do more with that money at the local level. A strong MSPE and NSPE is good for all licensed professional engineers. We aware are of licensure threats and other concerns across the nation. With the dues price reduction, it is a great time to recruit your fellow engineers.”

Message from MSPE Executive Director Travis Lowe

MSPE Members, We hope everyone had a safe 4th of July! It is my pleasure to send you this message as the new Executive Director of MSPE. I am part of the Gaches, Braden & Associates team, which has been retained by the MSPE Board of Directors to provide full association management services for MSPE. As you know, MSPE President Michael Purol announced changes within the office staff, which included the choice to mirror other SPE organizations, which efficiently use an association management firm. The concept of an association management firm may be foreign to some. In short, we provide full association management services, including strategic planning and management, communications, event planning, as well as marketing and financial management to clients. We do this for over twenty nonprofit associations, societies and foundations across the country. Of particular interest to you, Gaches, Braden & Associates has provided association management and lobbying services to the Kansas Society of Professional Engineers and its 501(c)(3) foundation, the Engineers’ Foundation of Kansas, for more than twenty years. GBA has also provided association management and lobbying services for ACEC of Kansas for more than fifty years. In addition, our firm manages leadership programs for several ACEC states, including ACEC of Missouri’s Future Leaders Academy. We have worked with many MSPE leaders for years, including Bruce Wylie, who’s knowledge has been instrumental in our transition. Gaches, Braden & Associates has a staff of eleven that specializes in specific areas of association management. Several of these employees will work as MSPE staff to complete a robust scope of services outlined by the MSPE Board of Directors. Please reference the “Meet Your MSPE Staff” section that was circulated earlier this month for specific staff roles. We are excited to continue the great work provided by Bruce, Cherie and Stacey over the years that make MSPE a strong association. As mentioned, we have years of experience in the SPE (society of professional engineers) world, with great relationships with NSPE. Our staff has had the pleasure of serving on NSPE’s first and second membership model taskforces, which will keep July 16, 2018 MSPE EXECUTIVE DIRECTOR MESSAGE “Working for You” MSPE MEMBERSHIP ALERT MSPE firmly in the loop on the sequence of changes. We plan to use all of our knowledge and relationships to ensure MSPE has as smooth of a transition as possible as NPSE’s new membership model took effect on July 1st. This means all two-tier associate members (MSPE & Chapter) as of June 30th will be grandfathered in as associate members. Another important change is the fact we will not be able to enroll any new “state only associate members” after July 1st. New members that sign up on July 1st or after will become three-tier members. As part of the new NSPE membership model, membership dues drop from $360 down to $299, a net savings of $61! That equates to a 17% decrease in dues cost! NSPE is still considering adding a government rate in the near future. More information will be shared as it becomes available. Speaking of NSPE, don’t forget to add their annual conference in Nevada from July 18-21st to your calendar. MSPE member Britt Smith is making a run for the Membership At Large seat on the NSPE Board of Directors! This position is elected by the NSPE House of Delegates. Our own Gary Strack is concluding his term as North Central Region Director on the NSPE Board. We thank Gary for his service! MSPE just finished its 2018 conference at the Camden at the Lake Resort. This was a great event at a beautiful venue. We want to thank every member, sponsor and volunteer that helped make this conference a success. We will be sharing the 2019 date soon, so be ready for another great conference! Fall PDH Days will be here before you know it. We will have details out very soon and hope you can attend! Over the next couple weeks, you’ll notice an increased presence on MSPE social media. Please follow or “like” us, as we can use this as a tool to share information and attract interest in the association! Please “share” it! The legislative session has concluded, though the transition in the Governor’s office will keep an active buzz in Jefferson City. We would like to thank the lobbying team at the Statehouse and look forward to their continued work for MSPE and ACEC of Missouri. This is a critical function of MSPE. Through the transition, our Board of Directors will be meeting more often to handle association business. The Board recently approved a budget that forecasts income and expenses for the next fiscal year. A lot of planning goes into budget forecasting so we can make sure the books balance for the association. It goes without saying, but a primary goal for us is membership growth and retention. If you know of any licensed professional engineers that are not members, please encourage them to join! Thank you again for your support. Travis Lowe
