
MSPE PEPP Qualification Based Selection (QBS) Award
The Qualifications-Based Selection (QBS) Awards
recognize private companies and public-sector entities at the
state and local levels that use QBS methods to procure the
professional services of consulting engineering firms.
Award
The award consists of an engraved plaque mounted
on walnut with the type/category of the award and the name
of the winning company.
Qualifications/Method of
Selection
Eligible government entities include states,
municipalities, local governments, departments or agencies
of all levels of government, university systems, public utilities,
publicly funded research laboratories, and special purpose
districts. Private-sector entities include private corporations,
privately funded research laboratories, private utility companies,
design professionals, construction contractors, developers,
and any non-government entity using design professionals on
a regular basis. Neither of these lists should be considered
all-inclusive.
Nominations of government entities operation
under non-mandated QBS procedures will receive priority consideration,
if all other criteria are met equally. Government entities
operating under mandated QBS (Mini-Brooks Law) procedures will
be eligible if they have demonstrated exceptional leadership
in QBS.
Presentation
The award is presented at an appropriate ceremony
during the MSPE Annual Convention.
Nomination Format
Must be submitted on prescribed form. Forms
must be accompanied by supporting documentation outlining the
proposed QBS system or QBS system in use.
The winning state entry will be submitted for
the NSPE QBS Award Competition.
